Implement user-specific timezone displays #42

Per this FR: https://meta.decidim.org/processes/roadmap/f/122/proposals/17233 we would like to implement user timezones - it's really important for an international community!

Could we incorporate the work from https://github.com/openpoke/decidim/pull/11 as a patch, maybe?

When we are bumped up to 0.28 we can do this with Decidim Awesome: https://github.com/decidim-ice/decidim-module-decidim_awesome/pull/332 🚀
