menu: add VARIABLES #355

:sparkles: Add VARIABLES to top level documentation menu

:warning: depends on #352. This is just a menu item, not the actual file.

@virgilwashere this is great! FYI, I don't think we actually use the summary.md file in the root, only the one in the language directories, but doesn't hurt to keep it updated with the en version!
