Can not display anything after add the script #66

What steps will reproduce the problem?
1. Copy the script to my header.tpl just below the definition of body
2. Copy the folder of ie6 to the js folder, which is in the same layer as the 
file header.tpl.
3. flush the the cache ,reload the page, then nothing display

What is the expected output? What do you see instead?
    The expected output is that the warning box displayed at the top of content. 

What version of the product are you using? On what operating system?
   IE6, MS WINDOWS XP.

Please provide any additional information below.
