[x] Get the dopeology data in the correct format
[x] check how many riders have data on PCS
[x] merge the datasets
[ ] (optional) clear doubles in dopeology dataset

The new Dataset contains 786 different sinners but has 1431 rows since a lot of riders have appealed their positive results and therefore show up 2 or more times (can be seen as (Reason: Appeal against sanction) in ARG2)
