Add jafari calculation method #8

The only difference in this method is that maghrib prayer is not at sunset but at sun elevation of -4 degrees.

The addition of this calculation method should be done on a higher level of the core Mawaqit and not only in the hassio addoon. @ibrahim-zehhaf
