Fetal Error: Template XML Not Found!

What steps will reproduce the problem?
1. When I go to modify the internal settings
2. My first part I did the whole page
3. The second time I reset the website and started over, however, this time I 
only did a small bit, and still received the same issue. 

What is the expected output? What do you see instead?
Just wanted it to work, everthing else seems to be working ok.  3.0.4 is the 
version I am using. 

What version of the product are you using? On what operating system?
Running on Server 2008R2 x64 - Internal LAN access only

Please provide any additional information below.
not sure what else I coudl inlcude.
