IRC notifications #2968

Hi,

There used to be IRC (#kakoune @ irc.freenode.net) notifications when PRs where made, commits pushed etc. Could we have that back?

Took a look, seems its due to github services being deprecated and freenode being more strict on identification. Basically we would need to update the github service settings to fix the freenode issue, but that is not allowed anymore due to deprecation. The solution is to switch to a github app, but I dont really have taken the time to set that up, as it requires to run something on our own server (or somebody else's, "in the cloud").

This one seems to be alright, and I don't think it requires a dedicated server.
