fix: correctly check mdBook version compatibility #45

Previously, if mdbook-pandoc was compiled against mdbook 0.4.36, it would report mdbook 0.4.35 as semver-incompatible. This allows using older patch versions as well as newer compatible versions (i.e., ^0.4 instead of ^0.4.36)
