zEssentials chateventcancelled + BetterChatBubbles no working

When I wrote a message in CAPS or many similar ones, the message was not sent to the chat, but it was displayed above the player. image

also in zEssentials there is a limit on messages, you can send 1-2 messages to the chat every 7-8 seconds, when I send a message to the chat - it says an error, wait 7-8 seconds, but it is still above the player
