[Shifts] Add START DATE and END DATE (Optional Feature #64

The optional STOP time is confusing on the UI end. Should have a mirror between Start/End Time and Start/End date.

So that the Shift will only exist between a date range and within a specific time on that date range.

This is now imp2 because every time a shift is made the shift is made it appears in the backlog, after the creation date. For eternity. Not useful to customer.
