github marketplace shows current README, not readme of release #377

Just emailed support:

Hi octocats, I just noticed that the reame on GitHub Marketplace listings for actions is whatever is at my master HEAD.  My expectation was that the listing would display the readme at the version of the release. With the current behavior, the docs in the listing and the actual action at that release can easily get out of whack. It's pretty unintuive. Is this intentional or a bug?
