Leave brightness unchanged when switching on and off a dimmer. #140

There has been a long standing PR to leave the brightness unchanged when turning on a dimmer. https://github.com/pavoni/pyvera/pull/105

This adds the changes suggested.

This will fix https://github.com/home-assistant/core/issues/39930

Fixes https://github.com/pavoni/pyvera/issues/104

@vangorra Can you take a look when you have a few minutes.

Not quite sure what's wrong wit the Python 3.6 build - but not convinced it really matters now. Have added 3.8.
