Intelligent Prepend / Insert "Dial-Out" Number #426

I use your (great) app with my company VOIP system, which requires a "9" to be 
dialed first in order to dial outside numbers.  It would be great to have the 
ability for this to be configured based on some rules so that it would not do 
it for internal numbers (where I only need to dial a 4-5 number extension), but 
do it for outbound calls (i.e., fully formed).  I realize there may be 
additional smarts required to recognize whether that was (likely) the case.
