New phar release? #171

Hi,

It'd be great if you could build a new phar release. I'm waiting forward to the following fix to be included in the phar release:

https://github.com/maxmind/MaxMind-DB-Reader-php/pull/135

Unfortunately, I cannot use composer due to the deployment system constraints.
