Can't open terminal, getting 'permission denied' error #65

What steps will reproduce the problem?
1. Run puttycyg
2. select 'cygterm', with host '-'
3. open

What is the expected result?  What happens instead?
Expected result is a putty terminal open to the local cygwin environment. The 
actual result is a window with the following error:

\Documents and Settings\tom.lichti: Permission denied

PutTTYcyg version: 20101029
Cygwin version: 1.7.9-1
Windows version: XP Pro 2002 SP3

If you are experiencing performance issues, do you have a multi-core system
or multiple CPUs? no

Do you have any firewall software installed? Just Windows

Please attach your PuTTY configuration.  Use this Windows command to create
putty.reg:
REG EXPORT HKEY_CURRENT_USER\Software\SimonTatham\PuTTY putty.reg

Please provide any additional information below.

I get similar error on Windows 7 SP1 (64-bit):

\: Permission denied
