Delegation should be disabled #134

We are not going to support Staking/Delegation model. Delegation and staking txs should not be executed in mainnet. However we should make sure user can change validator's voting power and withdrawing validator's reward.

we did unregister the codec for delegation and also disable the delegation handlers.
