It's a stark contrast from the Kissinger's insight into the bureaucratic institution of American imperialism, but if you see democracy as a solution where the aim is an all-encompassing mechanism which will pacify any requirement for power the subjects can think of if only they follow your rules - then maybe you have a perspective which unwillingly subjects others to comply with your 'compatibilist' ideals regardless of whether they want to or not.
