reduce-python-version-requirement #123

Allow any Python 3.x version (this should make it easier to develop on e.g. Debian 10, which has 3.7 as the default).

NOTE: I tested on 3.7. Unsure if it'll work on other versions, but, like, it'll probably work?

Heya @maxsaltonstall remember Dave Stanke??? Yeah, me neither. Anyway, I should be able to spend some more time on this over the next few weeks. Here's a wee PR to make it easier to develop on systems that are less-than-up-to-date.
