Prepare 3.2.0 release #412

Some things are still TODO:

[x] go through permissions to see what the bot still needs and adjust invite codes accordingly
[x] Test permission by adding bot using new invite
[x] Check If "thanks for adding me" message is still sent to guild owners
[x] maybe create a VM on GoogleCloud instead of using AppEngine which might kill instances?
[x] revert a few GCloud things like /tmp and the yamls

[x] /bugreport issues: components in interactionConfirmation seem to be broken somehow

[x] /joinsound failing: set, using URLs: not playing when connecting
Errors found
[x] joinsound set soundfile somehow failing

AddReactions
ViewChannel
CreateInstantInvite
connect to voice
use voice

there seems an issue with ffmpeg and heroku IDK if i can fix it maybe it would be nice to take a look at something like this: https://console.cloud.google.com/appengine/start?project=magibot-358120 it seemed like they have a free tier as well somewhere

all old commands being used tell the user where to go to continue using them
