these are logically two different questions.

one thing is whether it is best to have a State

the other thing is whether it is best to have a strong executive government

the grammar confusion combines with the interpretation of the question problem.

wishes/ wills is plural, which suggests this isn't a question of populism good or bad

but then you've got 'it' singular, which suggests it is a question about populism.

School should teach children religious and/or traditional values.

I'm religious but I wouldn't say school should teach a particular set of values but should teach religious literacy, how to read myths and poetry intuitively and reflectively, how to philosophically reflect on different sets of values and think about how to decide how to order them, to enable the children as they grow up and become mature enough to make a fully positively free choice.
