[Feature Request] Time-based exceptions #218

I love CCH - my primary use is on my kid's tablet to limit what he controls. But I'd love to be able to take it a step further, and control when he's able to access things.

Ideally, just as there are exceptions for user/agent/etc., perhaps there could be a settable time-based exception?
