List destruction lists page [design] #342

A view that shows all the previously created destruction lists (possibly using tiles?) as well as the "lijst opstellen" button.

Toevoeging: lijsten blijven vaak (te) lang openstaan omdat lijsten vaak niet worden afgehandeld.
