To clarify:

How does this "cooperation" between reviewers work? Should the reviewer be able to "invite" other reviewers to review the list? => If yes, how do they know which parts of the lists were reviewed? Should they be able to sent review requests for subsets of the list to other reviewers? Or should the other reviewers have the possibility to mark the zaken in a list as "viewed"?
Is this process of reviewing really faster if only one person at a time can review? (since we need to "lock" the list when a reviewer is reviewing it).
Should the "original" reviewer be the only one that can submit the review (and only then it is sent to the next reviewer or to the record manager)?
What notifications should be sent during this process?
