Build Upstream Sync config for Github Action #764

For the apps build by node js, it's pretty easy to deployment it on the severless service provider like Vercel.

The platform allow an automation sync with the latest project changes. Add a simple upstream sync config in github action can be very useful.

I think you should put this file in your fork project, instead of this project.
