Make the resource system work more like Rollup #39

Rollup is great and it's easy to write plugins for it.

The current resource system in Mayu is pretty messy and I think modelling it more like Rollup and how its plugin system works would be better. I'm not sure how though, need to do some experiments.

I made an attempt here, not 100% happy with it though.
