Use Forge Biome Dictionary for Mob Spawning #9

Would be nice to use Forge Biome Dictionary for mob spawning rather than hard coding vanilla biomes. That way this mod will work with all Overworld/Nether/End biome mods, (Biomes O' Plenty, etc.), without having to include a Mob Spawn Control mod.

Not really an issue, but i'm sure it will be considered nonetheless :P
