Python environment is managed by Poetry.
Code formatting and syntax checking performed via pre-commit.
README updated with development environment install instructions.

I honestly have been considering a new name for the project. While Donguri Gaeru is pretty cute and relevant to the project, I'm concerned about the recognizability.
