Disable Official Government Website Banner on Localhost et al

Issue

Only the official version of Crossfeed hosted on a .gov domain should have the trust banner. Anywhere else (localhost, etc...) should have the banner removed.

See attached image running on a localhost still showing the Official U.S. Government Website banner.
