One of the elements of top-down information architecture is categorization.
We already have a rule that a paragraph cannot have block children, so there is no ambiguity here. The most obvious issue is whether there is a limit on the length of a paragraph that is recognized this way.
One trick might be to only recognize it if it does not contain/end with a period. Not sure if that translates to all languages though.
