About.html page updated and footer for all pages added #187

Hi Mike,

Added text to about.html and created a footer on all pages stating that page content is for MBARI internal use only. This was a request by Jenny.

New update. Added text edit in about.html updating how track lines are calculated. Also added both unmasked and masked GMRT basemaps dropdown list. Please NOTE: these two basemaps take a bit longer (5-10s) to load so be patient. Thanks!

Updated "look and feel" updates to project.css.
Reverted to ESRI Basemaps (now EOL) in order to view ESRI: ArcGIS Oceans maps. ESRI Vector layer maps are not displaying at all following a recent esri-leaflet-vector code update. I will use Vector layers again once this issue is resolved by the esri-leaflet-vector code engineers.
