Reverts mbari-org/SeafloorMappingDB#218

The last revert (https://github.com/mbari-org/SeafloorMappingDB/pull/221) wasn't enough to get the filter row to render properly on the missions page.

That did it! The django-crispy form elements now render properly on the mission page - but the title bar items fall off on the right side of the page:
