We want the PICs to be the people responsible for deciding what the vehicle does and sending missions. But the PICs are usually not the ones physically putting the vehicles in the water. Unless they're paying a lot of attention and the folks on the boat are being very communicative, they're often not quite aware and ready to send missions when the vehicle is first launched. This leads to either a lot of dead time where the vehicle drifts while the PIC figures things out, or the people involved with the launch taking over and sending the initial missions (probably a transit or a B&T) instead.

Once the vehicle is in the water we put in a launch event, and we already have the ability to send a command on a launch event. Maybe we could designate a mission to be sent on launch too?
