Publish VARS Annotation 2.0.0 that uses the renovated services #171

The app should not be used by users yet. Make sure to inform them to use 1.5.3.

I need the org.mbari.vars.services module to update other projects that will use the renovated backend. Once they are updated I can start rolling out the renovated services at MBARI.
