Hello,
Is it possible to encode h264 in CBR?

in most cases device encodes in Average Bitrate mode. Additionally it possible 
to tune ratecontrol buffer configuration in blackmagic usb capture card.

but it does not realized in oridinal applications, that shipped with device. So 
there is no avaliable configurations, that may be sent to device to implement 
such feature.
