Check <timestamp> time zone #76

When clicking "Process now", I got a gosa_update_status_jobdb_entry message whose time was 1 hour before current time. That would be UTC time. Check again for their timezone in various commands. Update documentation. Fix sibridge if necessary.

False alarm. It's just an issue with GOsa's "Process now" button. Either it doesn't known about time zones or it intentionally sets the time 1 hour in the past to make sure that the job is executed immediately.
