I uploaded the new version of the paper and included a section on the institutional setting. I can shorten this section or delete it completely, depending on how many words you need. At the moment, you would only have about 1200 words which is definitely not enough I guess, but it's always easier to cut words later.

I expanded somewhat on the part about inferential statistics by including all the models ran on the data set by not removing the retired mayors and wrote my conclusion, which pushed us a bit above the 5000 word boundary. However I think there's the possibility to cut some words in the descriptions of the data sets we used, as specific information on the content of the data sets might not be relevant if we do not employ it in our analysis the same goes for the number of observations in the data sets prior to subsetting.
