I am listing some required steps here:

To create a clean alert table

• Create active flag that indicates whether an alert is active or a historical alert
• remove duplicates
• Parse datetimes
• Parsing the SAME area codes into arrays using JSON_EXTRACT_STRING_ARRAY

To create the long alert table

• Unnesting the are code array into rows

how to set an alert active or historical. Definition of datetime fields in API:

• sent: The time of the origination of the alert message.
• effective: The effective time of the information of the alert message.
• onset: The expected time of the beginning of the subject event of the alert message.
• expires: The expiry time of the information of the alert message.
• ends: The expected end time of the subject event of the alert message.
