AttributeError: 'module' object has no attribute 'dictConfig' #1

Python 2.7+ required but the code to gracefully check for that doesn't get to execute before the error triggers on python 2.6. Refactor code to gracefully inform the user about the requirements.

2.7 is already old these days, closing and starting to consider the LEO to move over to Python 3.
