1 year ago I'm not surprised - it's been nearly 6 years since the release of this code. Note that there's also a second edition of the book now with updated code: https://www.packtpub.com/product/machine-learning-for-opencv-4-second-edition/9781789536300. I know this is not a very satisfying answer, but you might have better luck by setting up a conda environment on your local machine.
