Add option to whitelist IP ranges #278

Feature request:

Please add the option to whitelist not only (sub-)domains and whole IP 
addresses but also IP ranges or IP networks, i.e. 
 198.38.96.0/19 (CIDR)
 198.38.116.0 (spanning the IP addresses 198.38.116.1 to 198.38.116.255).

Defects 191, 218 and 278 seem to be related.
