[WIP][DEAD] Refactor and add messaging events for tasks #118

This was planned to be for adding status messaging from CI straight into Github builds. I have lost steam and do not plan on committing more time to finish it.

However I do think there are some refactors to the tasks that would be nice to go ahead and make use of now. @mbj can you look over this, and see if there is anything you would like to keep/salvage. I can cut it out and prep it for a clean PR, just want to know what you looking for/want from whats been completed.
