Update stale/add @go.trim `lib/strings` header comment #173

Will file an issue to consider how to automatically generate these comments as part of ./go modules -h <MODULE> to avoid the problem of out-of-sync header comments altogether.

Coverage remained the same at 94.603% when pulling 7633fdb2071629ac187585889d937eb8afcddf32 on strings-comments into a9e9ac2b1532bbf27ba8f96cb67770dc1f2e9967 on master.
