Pinning a tab in the second panel causes hidden tabs in the first panel to show #1280

Steps to reproduce

Expected behavior

The tab should get pinned, and nothing else should happen.

Actual behavior

The tabs in the first panel show up in the firefox toolbar i.e. do not remain hidden.
