Reference detail does not validate missing ref code #123

What steps will reproduce the problem?
1. Create a new reference, but leave ref code blank
2. Try to save
3.

What is the expected output? What do you see instead?
Expect a user friendly message telling me that the refcode field is blank. get 
an exception instead
