Loan contacts with attached permit number traits should pre-fill permit number on loan form if selected as borrower #148

Permit numbers are attached to institutions, but because institutions are not 
modelled separately to contacts, attaching a permit number trait to a contact, 
and allowing that number to pre-fill the permit number on the loan form when 
that contact is selected as the borrower would be much more convenient for ANIC 
loans management
