Line layers not honoring selected colour

What steps will reproduce the problem?
1. Add a line layer to the map
2. Attempt to change its colour
3.

What is the expected output? What do you see instead?

Expect the lines of the map to change. The lines remain black

"I add the major river systems to the distribution map.  I can certainly do 
this with the new BioLink, but the colour is always black (I would like blue).  
I have played with both the colour and style settings, to no avail."

Line layers now have their colour set to the same as the polygon fill color
