Gazetteer doesn't always use locality when using from RDE #191

From ANIC:

When using RDE, enter a locality but not necessarily a position, press the 
gazetteer button.

Expect to have the gazetteer search input box to be seeded with the locality

Search box remains empty

Could not reproduce. Open RDE, enter/change a locality, pressed the EGAZ 
button, and locality text was placed in egaz search box
