No easy way to plot a set of arbitrary points on the map tool #200

It would be good if an XY file (csv, with long/lat coords separated by ",") 
could be added to the map tool via the layer options window (i.e. Add Layer)

and XY file (csv list of coordinates in Long,Lat format) can now be added as a 
layer to the map tool. In addition the XY file parsing routine has been 
enhanced to allow for wide array of lat/long formats, including decimal 
degrees, and Degrees Minutes Seconds etc.
