Opening RDE #5

If I can't find an existing site in Material Explorer I normally open an empty 
RDE and do an entirely new record.  Need to add Open RDE or something similar 
to a menus someplace.

Now when you click on a node that is not a site, site visit or material record 
in the Site Explorer the RDE menu item will display simply "Rapid Data 
Entry...". Selecting this menu item will cause the Rapid Data Entry to open 
with new records. Currently the new records will not be automatically 
associated in any way with the selected explorer node (i.e. the political 
region is not seeded if the node is a region node).

If the explorer item is a site, site visit or material item then RDE is opened 
as before.

Let me know if this isn't satisfactory.
