As discussed, this adds SPDX license identifiers and declutters the copyright notice.

First commit replaces BSD-3-Clause notice.
Second commit replaces public domain notice.
Third commit adds BSD-3-Clause notice to headers files, keeping a close relation to respective source files. If this is not desired, I can drop it.

test/ dir still has a bunch of files without copyright notice. Please instruct on the desired course of action.

That's great! All the test/ files could easily go under the BSD-3 license as well.
